National Energy Corporation of Trinidad and Tobago Limited (NEC) has been mandated by the Government of Trinidad and Tobago to identify and develop new industrial estates and ports for location of petrochemical, inorganic and downstream industries. Point Lisas South & East Industrial Estate is one such industrial estate currently being developed.
The estate is located in the County of Caroni and in the Ward of Couva, east of the existing Point Lisas Industrial Estate. The estate is bounded by Rivulet Road to the North, Solomon Hochoy Highway to the East, Cedar Hill Road to the South and Factory Road/Southern Main Road to the West.
The project will commence in June 2011 and is expected to be completed in December 2015. Construction will take place on a phased basis.
Main Features
The projects comprises the development of 1,000 hectares of non-contiguous parcels of land and will cater for a mix of heavy and light downstream gas-based industries. The estate will also have spatial allocation for light industrial estate consisting of 25 fully services 2-hectare plots with supporting infrastructure.
The estate will have a road network of approximately 20km of roads with right-of-ways for the provision of utilities, i.e., gas, power, water, sewer, telephone, internet and cable. All roads will be constructed initially as two lanes with the potential to be upgraded to four lanes as traffic demand increases. All utilities will be installed by the relevant statutory agencies.
Point Lisas South & East Industrial Estate is expected to cost TT$400 million to be completed.
What are the benefits of the project?
The existing Point Lisas Industrial Estate and Port are currently operating at near full capacity. A new industrial estate is therefore needed to facilitate the establishment of an integrated energy complex with downstrea industries. The benefits to be derived from the new estate include direct and indirect employment, increased foreign direct investment and revenues for the country. Through this initiative, Trinidad and Tobago is also poised to solidify its place in the downstream energy sector.
For the community, Point Lisas South & East Industrial Estate would result in the creation of jobs both during construction (approximately 1500 jobs) and operation (approximately 300-500 permanent jobs) when the estate is fully occupied. However indirect employment as a result of further downstream processing and manufacturing could be significantly higher in the vicinity of 3-6 times the permanent jobs created.. The community is also expected to benefit from enhanced and upgraded infrastructure and utilities.
What measures will be taken to mitigate impact on the environment?
NEC has applied for a Certificate of Environmental Clearance (CEC) from the Environmental Management Authority (EMA). NEC will establish and enforce a post-CEC monitoring plan for the project and will comply fully with all conditions of the CEC.
