National Energy Corporation of Trinidad and Tobago Limited (NEC) has been mandated by the Government of the Republic of Trinidad and Tobago (GORTT) to identify and develop new industrial estates and deep water port facilities. NEC also maintains existing estates and ports throughout Trinidad and Tobago. These projects contribute to the economy by creating strategic national assets in the marine, energy and infrastructure sectors.
NEC’s infrastructure development function spans the full spectrum of procurement, design, project implementation and supervision of publicly funded projects. We maintain a close working relationship with statutory bodies and authorities in order to achieve optimal results for our stakeholders, who include government, local and international investors, consultants and contractors.

La Brea Industrial Estate & Port
NEC manages the operations of La Brea Industrial Estate and Port through the La Brea Industrial Development Company (LABIDCO). LABIDCO’s business activities include:
Leasing developed industrial lands
La Brea Industrial Estate comprises 400 acres of fully developed land consisting of 58 serviceable lots, of which 57 are already committed to tenants. The estate contains a 40 metre long estate corridor with a 12 metre wide road. Drainage has been installed along the corridor. The estate benefits from a 12 kV electricity supply and 60,000 igpd potable water supply. Telephone service and natural gas supply are also readily available.
Bioremediation Facility
Bioremediation (the use of microorganisms to consume and break down environmental pollutants) facilities are utilized for the treatment of oily waste from the refining process. These commercial operations have been ongoing since 2003 allowing NEC to contribute to the reduction of pollutants in the environment while generating revenue.
Fabrication Yard Facility
La Brea Industrial Estate contains a 25-acre facility available for the fabrication of offshore platforms and associated components. The facility is divided into a 17-acre common yard and two 4-acre blocks for long-term lease.
Completed in 2004 at a cost of TT$80 million, this facility has proven to be a sound investment for Trinidad and Tobago as steady revenues have resulted. The Fabrication Yard Facility has been fully occupied since it s completion and at the end of 2010 nine offshore platforms had been successfully assembled at the facility for international oil companies such as bpTT, bhp billiton and EOG Resources. Several projects are expected to be completed in 2011.
Through these facilities NEC has made an important contribution to generating employment and commercial activity in the communities of La Brea and environs.
Port Operations
The Port at La Brea Industrial Estate has seen a continuous increase in utilization since 1997, moving from 15% berth occupancy in 2004 to peaking at 91% in 2009 and ending 2010 at 78%. Port activities include cargo handling, rig/vessel repairs, platform fabrication and offshore support services. The La Brea Port is certified in accordance with the International Ship and Port Facility Security Code (ISPS).
Other business activities conducted at La Brea Industrial Estate include pipe import, storage and coating; logistics services for offshore operations and importation of aggregate.
